Deputy Chief Marshal – Enforcement

 

Deputy Chief Richard Lowen was selected as the Deputy Chief of the Saskatchewan Marshals Service in September 2024. He is responsible for the Saskatchewan Marshals Enforcement Branch which includes general investigations, Special Response Unit and K9. Deputy Chief Richard Lowen believes that building relationships with communities and stakeholders is an integral part of strong, effective policing. He is honoured to have the unique opportunity to create a first-of-its-kind police service in Saskatchewan.

Career

Deputy Chief Lowen began his law enforcement career in 1989 with the Winnipeg Police Service. Throughout his career, he has worked in:

  • general patrol;
  • organized crime;
  • major crimes; and
  • forensics.

He has also served in several leadership roles such as:

  • staff sergeant team commander for the Integrated Organized Crime Task Force; and
  • superintendent in charge of Investigative Services where he oversaw five divisions including:
    • organized crime;
    • forensics;
    • intelligence;
    • tech crime along with major crimes;
    • homicide; and
    • the Professional Standards Unit.

Deputy Chief Lowen left the Winnipeg Police Service holding the rank of superintendent to become Chief of the Estevan Police Service in 2021, where he served until 2024.

Deputy Chief Lowen served as president of the Saskatchewan Association of Chiefs of Police from 2023 to 2024 and served as the Saskatchewan Director for the Canadian Association of Chiefs of police.

Achievements and Recognitions

Deputy Chief Lowen is a recipient of the Governor General 30-year Exemplary Service Medal as well as the Queen Elizabeth II Platinum Jubilee Medal. Deputy Chief Lowen is a graduate of Red River College with a Business Administration Diploma.
